Some North Carolina lawmakers want containers of nicotine-laced liquid used in electronic cigarettes to have child-resistant packaging before it can be sold in the state.

The Senate Health Committee agreed unanimously Tuesday to the bill, which makes it the most severe misdemeanor to violate the proposed requirement. A firm or seller of the “e-liquid” containers also could be liable for civil damages if sales with unlawful packaging result in injury.

Sponsor Sen. Stan Bingham of Denton says the liquid can be absorbed through the skin and harm someone. Bingham says the liquid comes in various flavors, which can be attractive to children.

Bingham says the bill heading to the Senate floor has the backing of two North Carolina-based cigarette companies and a state task force that recommends child-protection legislation.
